That's basically indifferent/uneffective/pointless and it could reduce the PSU cooling prowess.

A hard floor will of course make any sound bounce more easily.
Won't make much difference for the computer though. If you really want to make it more quiet then some softer piece of carpet underneath should help. Just make sure that if you also have air intake under the case there's a decent gap between the carpet and computer case.

My PC stands on the wooden floor since I remember and I've never noticed any extra sound of louder sound from the computer tower. If you want to mute it a little, sure, try to use a carpet.

I have a wood floor and my pc is directly on it. There is a tiny amount of vibration but only within inches.
I'd just put rubber shoes on the pc and you wont have to worry about dust which loves carpets.

Rubber padding would definitely a good absorber of any vibration plus protects the wood floor as well.

I suggested a piece of plastic yoga mat, but then edited. Make sure above all that the mat or padding doesn't subject the computer to increased danger of falling over.
