minimum fan speed ~1300rpm

surprisingly quiet, IMO recommended for most users (especially compared to MSI version viewtopic.php?f=19&t=64435)

Ouch, why isn't 1300rpm the max?
I don't get why the minimum rpm has to be that high.

1300 rpm is alright. I have a Sapphire 7850 and 20% = ~1250rpms, which is more or less silent in my system. In fact, I cannot perceive any change in noise between 20% and 35% fan speed, even with my head next to the intake (FT02, case fans running at ~350rpms.) 1300 may sound like alot but I believe they are ~70mm fans so they don't really become audible until about 1550-1600rpms.
