Welcome to SPCR. Tech Report sums it up nicely with:
In the end, then, the R7 260X's only real advantages over the 7790 are its higher clock speeds and its larger frame buffer. The two cards have otherwise very similar specifications...

..Those similarities are compounded by the fact that many, if not most, retail 7790s are clocked higher than the reference speeds you see above. AMD bragged about this fact earlier this year. It's not uncommon to see retail 7790 cards with peak GPU and memory speeds of 1075MHz and 6.4Gbps, respectively—quite close to the reference R7 260X.

The R7's larger frame buffer is a notable improvement, though. Variants of the 7790 cards with 2GB of memory do exist, but they're few and far between. Newegg carries only two of them right now: one priced at $139.99, and another at $169.99. The R7 260X will make 2GB of video RAM the new standard at $139.99. Given the slew of graphically intensive next-gen games coming later this fall, that's probably a good thing.

That said, I don't know if Sapphire's version is the quietest card. They haven't been in the past.

Every new card intro'd in the last 5 years or so are PCI-e. The Asus Direct CU versions of the GTX 660 are nice cards and quiet. $230 seems high for the base clocked version, when you can get the ASUS GTX660-DC2O-2GD5 for $170 in the US.

Actually, I've seen some new egg reviews indicating that some of the Asus Cards wont work in a v2 x16 slot. They absolutely depend on having a v3 slot but people aren't being told that before purchase. Talk about pissing folks off. Not a good move on Asus part.

This makes no sense. The two are hardware compatible and the gfx card won't even make use of 2.0's bandwidth.

Ca_Steve: In looking at the specs, I can see some of the reasoning as the PCI-e 3.0 spec changed the encoding from an 18b data/20b with overhead to 128b data/130b with overhead. As to power, they made no changes there. Just the encoding and bandwidth methods to increase useable bandwidth and it could be that Asus has decided that the changes are to difficult to support (yea like that's a good excuse for not telling us). Or they're screwing people for no reason.

Based on these rumours, Asus has already started seeing a drop in sales though it may be exactly what they want if they're involved in providing the Motherboards for both the PS4/XBone. Personally, I'm going to review everything I can on a recently selected Asus 7790 card (egg list) to avoid that problem. From what reviews on the Egg say though, it shouldn't be a problem as the 7790 uses a max of 150w, well within either of my PSU's output - Antec 380 Earthwatts or the listed Corsair 430w 80+ In my desktop
