It seems the Palit ones are among the most silent cards. Is there a difference between their Jetstream and Game Rock models in terms of silence rather than their core/boost speeds?

If you mean drop below what nvidia suggests (MRSP), probably with the release of the RX490 or the GTX1080Ti, probably before years end.
