Need Advide for a mini Pc for CCTV\PBX

Hi everyone,
I've been doing research for a computer for the past few days and I would really appreciate some guidance for a small computer for us.
Ideally this machine would be very small and silent and be able to fit a 3.5" because they're less expensive (worst case a 2.5" HD). It would be used as an NVR and would record feeds from 8 HD IP CCTV cameras recording in 1080p. This machine would stay on full time 24\7. It might also use dual use as a PBX machine. Recording the actual video feed wouldn't take too much horsepower but playing back the files would.
I've taken a look at the Intel NUC platform but I think it's way too limited.
If anybody could recommend a platform or even specific parts to use for a machine, I would really appreciate it.
