Welcome to SPCR.
- What are your son's uses and applications? Games, video editing, etc.. This will help scope the build. For example, what applications does he have that needs an i7?
- What's the monitor(s) resolution?

My sons require PC for none other than games and photo editing ( Photoshop ) etc . The monitor resolution i guess full HD
Re: Help me build PC in Under $1500 with Windows 8.1
If just games and Photoshop he really doesn't need an i7.
However, the monitor resolution needs to be more than a guess. A 1080p monitor requires a lot less graphics horsepower than a 1440p or 2160p one.
Here's a sample build assuming you are in the US.
**CPU** | [Intel Core i5-6600K 3.5GHz Quad-Core Processor] | $227.99 @ Amazon - could go with the i5-6600 for $10 less, but you pick up 200MHz base clock on this one.
**CPU Cooler** | [Scythe Kotetsu 79.0 CFM CPU Cooler] | $44.99 @ SuperBiiz
- great cooler
**Motherboard** | [Asus Z170-A ATX LGA1151 Motherboard] | $150.99 @ SuperBiiz
- decent mobo with high customer feedback. There's also the Z170 Pro Gaming with slightly better audio, but less positive feedback from customers.
**Memory** | [Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-2400 Memory]| $69.88 @ OutletPC
- Photoshop can benefit from 16GB...most games ok with 8GB.
** graphics card**: TBD on monitor resolution. If 1080p, I'd recommend the GTX 1060 ($250-300). Upside is great performance, downside is it just released and availability will be iffy. url=viewtopic.php?f=19&t=69330]Early reviews here.[/url]
**Storage** | [Samsung 850 EVO-Series 500GB 2.5" Solid State Drive]| $154.85 @ Amazon
- solid performer with great toolkit. Use for OS/Apps.
**Storage** | [Western Digital Red 3TB 3.5" 5400RPM Internal Hard Drive] | $105.89 @ OutletPC
- fairly quiet HDD to use for backups, media storage.
**Case** | [Fractal Design Define R5 (Black) ATX Mid Tower Case] | $109.99 @ NCIX US
- solid performer. Easy to work in.
**Power Supply** | [EVGA SuperNOVA P2 650W 80+ Platinum Certified Fully-Modular ATX Power Supply]| $85.98 @ Newegg
- great for the price. passive fan for his workloads.
**Operating System** | [Microsoft Windows 10 Home OEM 64-bit]| $83.89 @ OutletPC
- could go with Pro version if he wants/needs Bitlocker encryption.
| *Prices include shipping, taxes, rebates, and discounts* |
| Total (before mail-in rebates) | $1064.45
| Mail-in rebates | -$30.00
| **Total** | **$1034.45** plus gfx card.
Might want to get a second case fan for the front.

About the hardware, this could be a somehow typical build without the monitor and the OS: http://pcpartpicker.com/list/j3YsZ8

This is a detail information you have shared with me. I also thought that core I7 processor he does not need it. What about core i3 processor.
