ASUS Strix GTX 1070 Hysteresis not working? Fan up and down

I bought a ASUS ROG Strix GTX 1070 a week ago, and everything about it is great, except when it has to go from idle to workload, and from workload to idle. Every time the fan ramps up and down multiple times for 2 short seconds as shown in this picture http://i.imgur.com/VAtvAVf.png It's most obvious when going from load to idle.

I have tried installing Asus' own GPU Tweak II didn't make a difference. Also tried MSI Afterburner and even with that program's temperature hysteresis set to 10 (TEN!) degrees, the fan still ramps up and down multiple times for 2 short second bursts.

Currently I have not installed either GPU Tweak II or Afterburner, since it seemed they didn't make any difference. I've also run Asus' GTX1070updatebios utility and it said I already had latest VBIOS.

I really don't know what to do. It's really annoying. Any help is greatly appreciated.
