So I have a Compaq Presario C502US,
Microprocessor: 1.86 GHz Intel® Celeron® M Processor 440
Microprocessor Cache: 1MB L2 Cache
Memory: 512MB DDR2 System Memory (1 Dimm)
Video Graphics: Intel Graphics Media Accelerator 950
but I swapped the CPU for an Intel Core Solo T1350 and put 2GB of RAM in there. My Kill-A-Watt meter says it's drawing ~60W!!! Before I added everything it was ~20W idle.
I tried checking other devices, so I know the meter's still good. I tried different outlets so I know that isn't the issue. For whatever reason I even opened the thing up to see if there was some dust or something I could clean out of the system. Unfortunately, I sold the original processor, so I can't put everything back and check the original system again. I don't really have any experience to be thinking this, but 60W for a notebook at idle seems ridiculously high. Anybody who wants to give me their thoughts on the matter? Thanks in advance.
What's wrong with my notebook?

Maybe the battery is charging?
Something should be getting hot if you are pouring 60 Watts into the notebook.
