Turn off fan on low tdp laptop?

If I get a laptop with a 6w TDP that has a fan would it be safe to turn the fan off permanently considering that the cpu in question can be found in other completely fanless laptops? Also the laptop will just be used for web browsing, movies and word processing.

On low TDP slim laptops, the cooler module is usually really small and can't "store" heat for long before the computer overheats.
It's not just the CPU, but the chipset is usually connected to the same cooler as well.
The fanless laptops might use the whole computer body as a heatsink, so the design itself could be totally different.

It's hard to say if it would work. High temperatures could damage your computer.
