Do you need independent headers? Otherwise there are pwm fan splitters.

No. Not that I'm aware of. Asrock ITX motherboards provide only 2 genuine PWM headers.

Depends on the MB. It's usually specified somewhere in the manual.

There are PWM splitters that use a standard 4-pin molex (PATA hard drive power) connector so you don't have to worry about how much the MB can supply.

I would interpret the quote that up to 1A is safe load, just to be on the safe side.

Came here via google wondering if anyone knows of a Z97 mini ITX board with more than one true PWM fan headers? :D

After more searching Asus Z97I-Plus might have 3 PWM headers. The manual lists pin4 as 5V, but suggests there is an option in BIOS to switch from DC to PWM control.
