It's not the only 600W fanless. There is the very niche SilentMaxx 600W watercooled PSU:

Thanks for pointing it out.
Unfortunately that one looks like a fake 600W unit: apparently on its label it's stated that it cannot exceed 506W of combined power.

BTW, the 400W Seasonic model can run up to 600W also, according to torture tests. It has a hard off at that point, but it can do it. See my sig for a high-end system with it. I'm probably stressing it to about ~500W. (It has 2 HDDs, 4 SSDs and an HDMI capture card)

OT: actually drawing about 500W from your 400FL is possible under some circumstances (either with heavy OC and heavy voltages for both CPU/GPU, or when benchmarking/stress-test with Linpack/Prime/Furmark), but not that much probable in a relatively quiet system (if your one were so).
But broadly speaking, overload capabilities shouldn't apply: the platform used for the above mentioned "japanese" PSU can be usually overloaded by about 25-30%, but I wouldn't consider it as an about 750-800W PSU.

The power in your system is being sucked up by the i7 CPU, the graphics card, and their VRM's. Easily over 200W at full load.
