Good Silent PSU

Is this a good PSU for a silent build?

Super Flower Leadex Gold 650W

It sells for 100$ plus VAT (20% here in romania).

Or what better PSU in this price range (below 100$, US market), 550w-650w, modular and silent?

I would aim for Corsair RM650x (or RM550x, not decided) but at the moment prices high rocketed @ my e-tailor and are way above my budget.

unfortunately, evga PSU are extremely dificult to find in romania.

It was not the point: EVGA G2 and SF Leadex Gold are the same PSU.
