Is this normal?

Everything was fine up until yesterday.

The 8700k is overclocked to just 4.4GHz, with Noctua NH-D15S, and with 3 Silent Wing 3 system fans in a Define Mini C case. The utilization in this graph for the last 10 minutes was always below 20%, yet the temp was between 55 and 65c.

I don't think this is normal. To get those temps with all fans running at 100%, it's also noisy, despite Silent Wing 3 fans supposedly being the most quiet ones. I even got the Silent Wing 3 140mm fan for the CPU cooler.

Maybe I should reapply the thermal paste or something, maybe it got air bubbles the last time?

I'd retest temperatures with no overclocking first of all, then check for dust, bad fans, reversed airflow, and then the actual seating of the cooler. I know of a system that ran with the stock intel cooler, but one of the 4 pins holding it in place was broken and it didn't really hold it tight enough, but just barely enough for it to function. On no load it got 40-45 celsius, and it got 80+ degrees on a load test after 30 seconds, probably would have reached higher. The owner didn't think anything was wrong, just thought he needed a new computer because it was throttling/slow.

That's not helpful at all, I was quite meticulous when installing everything, rechecking everything multiple times..

As you said yourself: It worked well directly after installation.
Question is what has happened after that...
* Broken CPU fan?
* New software or firmware with a bug that reports faulty temps?
* Some other mechanical failure?
* Some other electrical component failure?

So, 60C temp for under 20% CPU utilization is definitely not normal?

It could be that I applied too much thermal paste... could that be the culprit?

MSI have an enhanced options on the bios, check if yours is enable, usually its more a turbo overclock of all cores, but in most cases the voltages are higher than needed to garantee the overclock in all cpus, this tends to give higher temps.

I would re seat the cooler, to see if it helps.

I would dilied the cpu if you plan to overclock and want lower temps.
