I know it's motherboard dependant. BTW, using the best fan control motherboard, which are "SPCR standard" fans (reviewd by SPCR or didn't) capable to be stopped.

Also, DC fans may be stopped? Which are?

Any, they have a starting voltage: with standard headers, you should be safe with any fan with a starting voltage above 7.3V.

Stopping the fans will depends on two things, the motherboard and its resctions (bios/software) and the fan themselves, some PWM fans cant be stopped even at 0% pwm and on 3pin a lot can be stopped but also you do need to take into account the starting voltage, some might stop at 3V but need 5V to start, and so on. To plan a setup that can be stopped its best to reaserach both things before buying.
