Noiseblocker PE/PL va Noctua S12A

First of all - hi everybody! ;)
I'm looking for a set of new fans for my rig. Actually I have Enermax UCTB12 fans and they are good, but I'm looking something better, because at ~500 RPM I can hear some noise from bear (yeah, I know, I'm weird). It's not loud but still I can hear it. Started looking for something better and have problem, which of them have better (silenced) bear:
- Noiseblocker PL1 + PE-1/PE-P
- Noctua NF-S12A and NF-12P/S12B (don't know which I'll pick, buying it from second hand, NB I'll buy in shop (probably ;) )) + NF-B9
? Maybe some from Be Quiet?
They will be placed in Lian Li V351 (2x12 cm fans), Noctua C12P (1x12 cm fan), PSU (1x12 cm fan) and GPU cooler (2x 9,2 cm fans; don't know which I'll buy, first I need to sold my S1 plus). Someone can say "You have Noctua Cooler so You can check they fan", well I can't, because I was bought cooler without fan. In past I had contact with one of Noctua fans but bear was loud as UCTB12. so I thought I checked a damaged one. It's not bad, but from fan with that price I expect more.
So, sorry if there are some mistakes and really counting for help ;)
