The RPM signal on the third fan wire is a series of pulses. The frequency of the pulses ( peaks of 5-12 volts at ~ 50 mA ) indicates the fan's RPM. I recall 2 pulses per revolution is a common conversion factor. Grounding or hotwiring the dead end third wire would not generate pulses. Lol, prolly a ...
