The Mean Well bricks seems to be the most efficient. I am looking at the GS220A12-R7B is particular, because it provides 200W output, so it should be able to feed the 150W PicoPSU easily. I decided to go with the Intel DH77DF mini-ITX board. It supports LGA 1155 CPUs, so I may through in a low TDP i3 or i5 that has the Intel HD 4000 GPU. Thanks for the suggestions.

You should be able to go directly into the BIOS and set the CPU voltage as low as 0.85v. Just remember that that voltage value is for idle conditions when the CPU multiplier is x6. Undervolting will have very little effect on idle power draw. I doubt that it's possible to change the VID in the CPU....
