I wouldn't say the Freezer 64 is very quiet, it might be quieter than a stock cooler, but it is still pretty noisy. The Nexus fans are supposed to be really quiet at low voltages.
You don't need a 500W PSU, 350W will do it.

The advantage of a bigger fan is, that the same amount of air is moved with lower rpm, and therefore lower noise. The frequency of a bigger fan's noise is usually lower, which makes a more pleasant noise to humans.

Did you already buy the P4? Cause if you did, then it'll be really hard to make your system quiet. The P4 is much too warm for a silent system, an Athlon 64 with Venice core is much cooler. Did you think of an HDD suspension yet?

Maybe a DFI? They are made for overclockers and have an awesome support, maybe you should study some reviews, I'm sure there will be lots to find. You might want to ask in an overclocker forum, too.

The Nothbridge will probably get pretty warm (nForce4), i'd prefer a VIA chip. I'd take a steel case, if you have a reserator anyways then the weight shouldn't matter, and aluminum cases usually vibrate more than steel ones. If you want to run the CPU Fanless, the NCU would be the better choice.
You should take a Mainboard with a VIA KT890 Chip, the nForce 4 is getting too hot.

Your biggest problem is the Prescott. In my eyes, it is not possible to get a Prescott to run quiet. What kind of PSU do you have?
