My local PC retailer is offering two pre-built systems with the 3900x CPU, and also a 3900X CPU/motherboard/cooler bundle deal. In all cases the cooler that is offered is the Corsair Hydro H100x - which seems to me to suggest that air cooling may not be the best option for this processor.

According to Fractal the R4 will take a CPU cooler up to 170mm tall (as long as no side-fan is installed). The Noctua NH-U12A is 158mm tall; the NH-D15 comes in at 165mm.

Yes, I wasn't sure which version of the GA-H110M-DS2 you had. Incidentally, there is a page on the ADATA website which will show compatible memory if you enter your motherboard details where it says 'Search by System/Device'.

Yes, that's correct. But stock U12S vs stock U12A shows a margin of 6 to 7C in favour of the U12A. You also need to take account of noise levels, I'm pretty sure that 2 x A12x25s would be somewhat quieter that 2 x NF-F12s, at any speed.

The stand out 120mm fan, noise wise, is the Noctua NF-A12x25 PWM, provided you have a motherboard BIOS and/or fan software that can get it down it the lowest PWM duty cycle settings.

You could run the 3 fans off the CPU_OPT header. This mirrors the CPU settings so any PWM fan, or chain of PWM fans connected to this header will run at the same PWM duty cycle settings as the CPU. Intel's watt ratings are thermal watts (TDP = Thermal Design Power) not electrical watts. They are supposed to be a guideline for OEMs about how much cooling a CPU is likely to need.
