IIRC the localised copies of windows are more expensive due to Microsoft paying a company in that region to translate their software into that language (at least with Hebrew and Hindi it is).

Have you considered buying Windows 7 in the UK?

It should be allot cheaper that France with the weak pound.

Since I use Firefox, I use the the "DownloadHelper" extension for downloading Youtube videos.

DownloadHelper allows me to pick the version (std flv, sd mp4 or hd mp4) to download.

I had a similar issue when I was cleaning one of the mats in my dads car. There was a load of sparkly silvery things in the mat that had gotten caught in the carpet of the mat. In term of battery life, I get around 3.5 hours out of my R61e 7650 (T8100 2.1Ghz). In windows, the fan is controlled indirectly by selecting the power profile in the Think vantage power settings.

When I read your initial description, I thought that You were going to base your setup on a Thermaltake Mozart TX with its 7in LCD monitor.
Then I remembered, not everyone is crazy enough to try quietening a Thermaltake case.

Nevermind a Netburt P4, you should use it with a Phenom 9950 or high end Core2 Quad, these can develop in excess of 130W of heat each.
Combine that with a dual SLI of NV GTX280 or Radeon 4870 in Crossfire.

Damn good room heater if i say so myself!
