I would doubt you can run it completely passively, but you can run say a nexus fan at very low speeds so that is almost inaudible and cools sufficiently. Works fine on X1800XT @ PE with the fanmate set to minimum. Doesn't get any hotter than with the original cooler. Idle temps are actually a lot lower. Of course something with direct exhaust would be better.

The PSU fans are controlled by the PSU temp, just like in any modern ATX PSU. The problem with the Shuttle PSU cooling is that the fans are 40mm and the fan controller isn't very good. These together with poor efficiency (atleast in the 220W model) make it quite loud. I had the 220W model in my SN45...

The only question right now is how orientation dependant it is. Vast majority of gfx cards are installed so that the chip faces down, and I don't think that Zalman would make a cooler the doesn't work in that orientation. Atitool can load different profiles when it detects a 3D app, so it's possible to have different fan and voltage (atleast with X1800 series) settings for 2D and 3D. Haven't experimented with this yet, so I don't know how well it works.
