I would doubt you can run it completely passively, but you can run say a nexus fan at very low speeds so that is almost inaudible and cools sufficiently. The PSU fans are controlled by the PSU temp, just like in any modern ATX PSU. The problem with the Shuttle PSU cooling is that the fans are 40mm and the fan controller isn't very good. These together with poor efficiency (atleast in the 220W model) make it quite loud. I had the 220W model in my SN45...

The VF700 should lower the temps considerably compared to the 9800Pro original cooler. I had a 9800Pro with XT bios and I had no troubles with the VF700. I could even overclock it further. The only question right now is how orientation dependant it is. Vast majority of gfx cards are installed so that the chip faces down, and I don't think that Zalman would make a cooler the doesn't work in that orientation.
