Measurements of the QX9650 have it using around 70W under full load. If you can use passive cooling with a Prescott, a 45nm quad-core will be piece of cake by comparison.

The 65W TDP is misleading, because it's used for virtually the entire Core 2-based family, up to the 3GHz E6850. The realworld power measurements place the E2100 series at <30W full-load.

Change the CPU to 8x401MHz (or 7x) FSB and use the 4:5 multiplier, the P5B Deluxe switches to slower chipset timings past 400MHz. See if it's the P965 chipset holding you back.

Also, is Static Read Control enabled? Disable if it is.
