As one of my boxes has an Athlon LE and runs Win2K I'm going to check if I also have this issue (have never used standby on that box before). It seems it's more likely to happen with multi-core systems, isn't it?

Sounds okay. Maybe you can try to undervolt even more but the one you're planning is quite good already. Is the hard drive a 3.5" or a 2.5" one? Maybe Cool-n-Quiet is disabled after resuming in Windows. Can you check (using CPU-Z or something along these lines) if the CPU's frequency and voltage still drops after the system has resumed from standby? That's the only thing I can think of right now.

Did you check the temps when the CPU was under heavy load and ran passively? Idle temps won't tell anything about the possibility to run passively (that being said, it is possible to run an E8400 passively). My LE-1640 does 2.7GHz at 1.1V.

Suggesting something without zero testing is not that easy but I'd say give 1.1V a try.

I have to agree about the case not being well thought-out. Way too big for mini-ITX as well.

Apart from that, why do you want such a monster fan in there? Unless you keep it running very slowly that must be insanely loud. Just asking as most of us are keen on having a silent PC.

Nice box, but a small case combined with passive heatsinks may prove to be a problem. And I'd rather go for something like a PW-200-M (is that how it's called?) than a picoPSU. Just would feel safer to me. :)
