I find card flexing to be a problem.
On both my PCs, the graphics card (different manufacturers) work normally when left alone, but if I push down on the top edge, not a lot, just a few mm, then the display becomes fuzzey

Making a sound proof enclosure is not hard to do. What is hard is making a soundproof enclosure which lets out the heat. It looks to me that anything you put into your enclosure will quickly overheat. Tell us how the cooling works with your design.

The heat pipes I looked at had a Rupture temperature of 180C.
An unbent HP ruptures if heated above 180C, a bent HP ruptures at a lower temperature.

The problem with utilities which slow down DVD drives is that games at least usually override them. I have tried several utilities, but as soon as I start playing a game, the game resets the DVD to operate at its maximum speed. Sometimes the utility and game start fighting each other, each repeatedl...

"My plan was to design a negative pressure case around the light bulb chimney. "

Well that is a mistake, if the PC case is at a negative pressure it will be trying to suck air down the tube. You need a Positive pressure case.

Bit if your controller is restricting the current then that may be why the pump does not start at reduced voltages.

"Not available in this country / continent"
is a pretty standard answer when a retailer is trying to shift old stock.
"it is available from our competitors, but we do not have any"
would be a most unusual thing for them to say, but quite often the later is true, not the former

Since you asked, a "radiator" has water in it, solid metal things which you have are "heat sinks". They both do the same thing.

If you have that much space why are you using a small Rad + fan (+ Res) . A big external Rad/Res on one side would be better 100cm X 80 cm is a big surface area for cooling.
Simpler to make as well.

How do the cables from the motherbord get out of the case?
