I find card flexing to be a problem.
On both my PCs, the graphics card (different manufacturers) work normally when left alone, but if I push down on the top edge, not a lot, just a few mm, then the display becomes fuzzey

Making a sound proof enclosure is not hard to do. What is hard is making a soundproof enclosure which lets out the heat. It looks to me that anything you put into your enclosure will quickly overheat. Tell us how the cooling works with your design.

The heat pipes I looked at had a Rupture temperature of 180C.
An unbent HP ruptures if heated above 180C, a bent HP ruptures at a lower temperature.

Well that is a mistake, if the PC case is at a negative pressure it will be trying to suck air down the tube. You need a Positive pressure case.

Bit if your controller is restricting the current then that may be why the pump does not start at reduced voltages.

Might be electrical noise rather than EMI. Try soldering a capacitor between the 0 and 12V pins of the fan.

Since you asked, a "radiator" has water in it, solid metal things which you have are "heat sinks". They both do the same thing.

If you have that much space why are you using a small Rad + fan (+ Res) . A big external Rad/Res on one side would be better 100cm X 80 cm is a big surface area for cooling.
Simpler to make as well.

How do the cables from the motherbord get out of the case?
