Sounds like you need to work on the airflow in your case. I cool the upper chamber in my P182 with a single 120mm fan @ ~700RPM. The bottom chamber is cooled by a single 120mm @ ~450RPM. That's it. Idle temps on both CPU and GPU are around 40-50C with a room temp of about 23C. The 8800GTX is hotter...

why didn't you try a low speed fan on the HR-03? i've got a 9600GT. the stock cooler kept the card around 44-46C during idle. well, all fine and dandy, but the Accelero S1 Rev 2 that i put on dropped the temp of the card to 39-40C, and the system did not warm up.
