you can buy the 3pin fan controllers. then buy the fan connector converter cable. converts the 4pin connection of your fans to 3pin, and then they work perfect with the fan controller. I would point the PSU fan upwards because hot air is less dense than cold air, so rises. therefore the psu will help exhaust more hot air out of the case when it is mounted with the fan upwards. I have also got a Samsung SM-226BW and my brightness is at 75%. My monitor does not emit any whining noise at all, I even just put my ear right up against it and there was no noise. I guess its just luck if you get a noisy inverter or not.

Get a 3pin fan controller.
Use this adaptor cable to convert your 4pin fan into 3pin so that you can connect it into your fan controller:

I think using the soft fan gaskets with zip ties through the holes is a better way of mounting than using the rubber sticks.
It completely stops the vibrations and there is a complete seal around the fan.
Just dont tighten the zip-ties too much...
