PWM version od D5 should be quieter because it can go lower rpm, just like fans do. Also you are more flexible with controlling it, you can adjust exact speed that you want or even make it speed up during load to increase flow. What sucks about it, is new board layout, so it wont fit in any previous nuc fanless cases. CPU would probably have too high tdp for that.
What we get is blower style laptop cooling system, which by spcr standards is pretty bad.

Actually button is quite hard to press, it goes really deep before switch triggers. I rarely use it myself, h81 mobo and power on usb doing great job. Missed that feature in many sandy bridge motherboards.

You know, top of the case is standard extension slots, whole case frame, cables, and then there is top panel, which is a mesh. It is significantly more restrictive than for example top in normal atx case that has only a mesh there. Because there is less layers.

When it comes to 290, definitely not good idea for quiet rig.. no matter what cooler. These cards just run way too hot, to be efficiently cooled by 2 slot coolers, at spcr grade noise levels. Idle is possible, but load, not a chance.
