I have a dell 2408WFP, as LongJan, and mine is not silent.

It is only silent if I set brightness above 70%. Otherwise it makes an annoying whine.

Have you tested if it REALLY changes voltage to 0.65V?

You can try cpu-z to see if voltage changes, or better yet, you can try to measure power consumption before and after changing voltage.

There is no trick, it is a design limitation. Those programs use VIDs to select voltage (a VID is just a code that is sent to the VRMs to tell them which voltage to use), and these vids are limited. In fact, the 0.775V that you see in RMClock is just a tag associated to some VID, probably the lowest...
