Just a thought, but I suspect that computers aren't humming away at 200hz or less? So maybe it's kinda a mute problem to completely isolate the room from those low frequency noise outside.

Sounds like you are going to have a fairly nice test setup there. Cant wait to see the anechoic chamber, I love those things. It's always a strange feeling while working inside one.

I don't know of any sites specifically. However, if it's a notebook you are after, I'd look for anything that uses an Intel Core 2 Duo U-series processor. Many states now have laws requiring fluorescents to be returned for recycling, I know CA does. I do think they need to make any retailer accept dead bulbs for recycling to make it easier so people aren't tempted to dump them in the trash, just like how auto parts shops accept used oils for recyclin...
