I had the exact same problem when I built my computer. Finally figured out that the computer wasn't drawing enough power to keep the PS going.
I would try a different power supply even if the paper clip trick worked.

I have an X2 3800 on mine and I have no problems using my 20" monitor and 22" TV at the same time. If you're not doing any video or games you shouldn't have any trouble at all.

I'd recommend NASLite ( http://www.serverelements.com/ ). I know you said you're not a "linux guy", but if all you want to do is file serving, it doesn't get any simpler than this. I'm not a linux guy either, but I had this set up in under 10 minutes and it's been running without issue on my company...

You probably want to plug it into the CPU fan header. Even though it has 4 pins, it will accept a 3 pin fan as well. You want the fan to ramp up and down with the temp of the CPU. That way, if you are doing something processor intensive, the fan will speed up and keep the processor from overheating.

I'm with psiu. Hook up a couple fans and try it again. I had very similar results after my last build (led would go on and fans would spin for a fraction of a second) even with a hard drive installed. I found I had to have a 120mm fan hooked up on full speed or the system wouldn't start.

I know it's not on your list, but if you want to go real cheap, the Arctic Cooling Freezer 64 Pro is a good choice. I've got the same processor and I'm very happy with mine. 430 watts should be way more than you need to power that system, so other than a dead processor, the only thing I can think of would be a bad power switch. Try hooking the reset switch up to the power switch connection on the motherboard and see if that does anything.
