Idle temps with the same ambient temperature? From a neutral perspective, the one thing most people miss when giving temperature readouts is that ambient plays a huge role in cpu temps.

take the harddrive bays out, then put your drive on a block of foam inside a Scythe Quiet Drive or a Smart Drive ^_^

8600gt is probably the card for you. You can probably run that passive with the hr03 and get back to your two fan optimal setup.

probably shoulda just kept your passive gigabyte 7600gt and the e4300. is there any reason you needed a quadcore?

the majority of the noise is probably coming from the harddrives. those 501ljs are much louder than say, a nexus 120mm fan at 12v.

simple, make your insides look 80% as good as this...

the p5k is noted as being an absurdly hot motherboard compared to other p35 mobos. Not sure why that's the case. My -personal- opinion is that Asus just sucks these days

44-46C is no biggie with a 3 drive setup all close to one another like you have them. Keep the fan at 5V.
