Can't you put a fan behind the HDD? (If there's room cablewise.) Or in front of. The fan will then blow towards the PSU.
Air can be drawn from the side vents (on the front). It might work. I don't think you need a 120mm one by the way. Just a little air is way better than no air movement.

I had a asus/ opteron combo with a Arctic freezer pro blowing up towards the psu intake fan. The fan died in less than a year. Not that I know.
I think it also depends on the ambient noise. In an office I can imagine the ambient to be a bit higher than in my brothers bedroom, so the fans aren't heard that good.

Since the hooks are on the right and the left, the fan will be blowing to the right (on the picture), to the PSU (in a case).

They both weigh 2,2 kg/m2, but the damplifier pro is a little thicker, which makes the Dynamat denser.
Higher density is better, so you should probably choose the Dynamat.

If that's the case, I wouldn't worry too much. GPU's can easily withstand temperatures up too 90C. All right, 71C is better, but it doesn't matter much.

You could also take a look at this motherboard. It has integrated graphics and seems very good for a HTPC. It's an AMD motherboard and will need an AMD processor, so the total power will probably be less. But, it might also be a bit cheaper.

As you could have seen here the minimum starting voltage of the 12L is 5.3V. Read it for more information. You could also try a Nexus or a Yate Loon (the same fan actually, except the Yate Loon runs a little faster). The Nexus won't start at 5V (minimum is 5.5V), but it's quiet at 7V. Or 9V. Or 12V....

But a Antec NeoHE PSU is a quiet PSU and has a 80mm fan.

I think the problem is there aren't enough people who need a mATX/SFX power supply. Almost everybody uses an ATX-sized PSU. They are mainstream.

I wouldn't recommend it. I also would not recommend removing the fan from your PSU. It would probably run too hot. With good PSU's, the fan is thermal controlled. With low power, the fan runs at minimum speed. Except if the air that gets into the PSU is hot. Then it'll run faster to keep the PSU coo...
