in my rack I have an old DIGN, then rebranded OrigenAE, which was the model most similar to a (bulky) CD player that I could find at the time.

No, you don't get the problem. Windows cannot scale the TEXT properly to such a high resolution. What im trying to do is avoid the scaling, and move into a screen that will have similar text as what i use now, but with more real state screen due to the 4k / 40''. Those industrial PPC fans are wonderful (and black), but cost 30€/40$ each :D
I would like to see the redux ones tested, though.

The Corsair AF140 QE are also good, but not the best for rads.

In my old PC I had a Scythe Kaze fan controlller (not sure which model) and it was very good except for the cables a bit messy.

The biggest issue with 4k, isnt gaming, but Windows. It has terrible scaling, you could use such PC only for gaming.
Hopefully win10 will fix this.

It seems a ground loop. Replace the socket where you connect its power plug until you find one that doesn't. In the worst case is related to the audio cables that goes into it and a fix may not be possible (short of DIY opening the speaker box), buying a different speaker set may be a better option.

This is an interesting challenge, one i never looked into.
Besides Kabini, check the new Haswell mobile chips and those compatible with more common microATX/ITX mainboards. The G3258 is a waste of power.

Do you have the case already? It will limit motherboard and PSU choice.

Lamptron got famous with their high amperage fan controllers. I think their products are still high quality and may be worth the price premium.

I dont know their fans, but for a not too thick rad, my favourites 120mm fans are GT AP14 (15 are too loud) and corsair AP120 QE PWM (I believe that are quieter than then non PWM variant)
