The biggest issue with 4k, isnt gaming, but Windows. It has terrible scaling, you could use such PC only for gaming.

It seems a ground loop. Replace the socket where you connect its power plug until you find one that doesn't. In the worst case is related to the audio cables that goes into it and a fix may not be possible (short of DIY opening the speaker box), buying a different speaker set may be a better option.

I second this advice -why get an old chipset? and look at Gigabyte boards too, they are pretty good in mATX format.

Lamptron got famous with their high amperage fan controllers. I think their products are still high quality and may be worth the price premium.

noise spec is most of the time way too optimistic except for very reputable brands such as Noctua, Sanyo-Denko, Delta and few others.

I dont know their fans, but for a not too thick rad, my favourites 120mm fans are GT AP14 (15 are too loud) and corsair AP120 QE PWM (I believe that are quieter than then non PWM variant)
