Those industrial PPC fans are wonderful (and black), but cost 30€/40$ each 
I would like to see the redux ones tested, though.

The biggest issue with 4k, isnt gaming, but Windows. It has terrible scaling, you could use such PC only for gaming.

It seems a ground loop. Replace the socket where you connect its power plug until you find one that doesn't. In the worst case is related to the audio cables that goes into it and a fix may not be possible (short of DIY opening the speaker box), buying a different speaker set may be a better option.

This is an interesting challenge, one i never looked into.
Besides Kabini, check the new Haswell mobile chips and those compatible with more common microATX/ITX mainboards. The G3258 is a waste of power.
Do you have the case already? It will limit motherboard and PSU choice.

I dont know their fans, but for a not too thick rad, my favourites 120mm fans are GT AP14 (15 are too loud) and corsair AP120 QE PWM (I believe that are quieter than then non PWM variant)
