I think you're right that x470 doesn't suit your needs after all. High-end x470 mobos have overbuilt power stages, so they would have no trouble powering a 3950x. But their BIOS updates are behind schedule compared to x570, so for example AMD's firmware that improves CPU clocks by 50-100MHz is month...

x470 and b450 motherboards work great with the newest Ryzen processors, are fanless, and are less expensive than x570. I often monitored the temps with that exact program. I set all the BeQuiet! fan profiles so that the CPU temp never went above 55C, and the GPU was usually around 70C. It's my understanding that the Z170X G1 uses a PLX bridge to convert 16 PCI-E 3.0 lanes from the CPU to 32 PCI-E 3.0 lanes spread across the four PCI-E slots. Have you looked at whether the Accelero S1 could be transferred onto the GTX 970? No doubt it's not on the official supported list but with a 120mm fan like the Scythe that you've been using strapped to it then it should be able to cool it adequately.
