I run 3 x 3.5" hard drives (1 of which is a Western Digital Green Power) off a 120 W PicoPSU no problem. I also have a full size optical drive. This runs off an Intel Core 2 Duo T7200 mobile processor. Not sure how the energy consumption compares to the proposed AMD but I suspect you'd be ok.

The last time I checked Speedfan had problems with this motherboard.

I do have a fanmate attached already attached. I don't have another one, but do have some resistors, so I may try adding one of them inline.

If you plan to have it "permanently" attached, I'd check out esata (usb is glacial) and a case with good ventilation. And, get the largest capacity available - you can never have enough.
