Even with the foam... i'm doubtful about your silent rig... you might speak about a quiet instead.

Nice pick up... There's nothing to add instead of adding damping material. With you current plan, you will end up by getting a really quiet rig, but to achieve a SILENT one, you should get damping material! You can get cheaper one with a little effort. Good luck. If your main useage is video editing, you should consider an intel based solution because Penryn or even Conroe / Kentsfield are more energy efficient at full load. You should consider Kentsfield Q6600, one of, if not the best powerful but cheapest quad core out there. You won't got better than this...

Don't bother getting a new case because of the hdd noises and vibrations. If you have already silent components and followed the fundementals like suspending and such... You shall consider: firsly, case insulation! it will really lower the noise level but you have to pay a little effort on material ...

I totaly agree with your post, figment, I don't use the PWM header because of the reported issue. Sometimes it works just fine else the fan spins at full speed. Withh 4 3-pin header there's no problem using a 3-pin for the CPU. Else, I recommend no to leave µGuru run/idl for nothing in Vista cause ...

Well, I can say the Pro82+ 425W sample i got is pretty silent. I cannot hear the PSU instead being too close... There's no "buzz" as said in the 625W's review... just a slight high frequency noise. The fan starts at 480rpm, but as i got only a single chamber in my Sonata 3, the fan spins at 480-600r...

And yes, a more quieter PSU is necessary too before bothering buying a P182...
