A straight arrangement would solve the problems I've been having fitting a PSU in my custom case.

For CPU waterblock, although I don't watercool, I've heard very good things about the D-Tek Fuzion. You should take a look.

Two reasons.

#1, it's more securely installed, and a much lower chance of it ever falling off, say, if you're transporting the case somewhere, and causing damage.

#2, higher pressure on your CPU, causes better contact, and better flow of heat.

That will help it cool, but it shouldn't be necessary. Provided your warranty's expired, if yours is overheating, consider opening it up, and cleaning the dust out.

I had this problem in an old Toshiba P4 laptop, was completely clogged with dust, cleaning it out really helped.

Unfortunately this might be the only way, unless you use stock cooling, or watercooling.

1cm is tight but 2cm should be plenty if the entire case has that much clearance underneath. The only concern would be dust intake. You may want to detail what everything in that sketch is, though. For your build, I would suggest AMD, and a 780G board.
