Ochief, judging by the parts you've already got in mind, it sounds like you're on the right track. The Antec cases I've used have been great in terms of quiet when paired with good fans. Not sure how it would fit in your case, but I'm running my E8400 with a fanless Xigmatek HDT-S1283. Just a single Nexus 12cm exhaust fan, Antec Solo, and a couple 100mm fans on a Scythe Musashi GPU cooler. CPU idles in the high 30C range, and loads around 55C.

After looking at the heatsink and the card, I would try to modify the MSI cooler first. Throw on a a couple 12cm fans and it should be pretty quiet while still cooling enough.

If it isn't cool enough, the Accelero Xtreme with a couple 12cm quiet fans would also do wonderfully.

It doesn't sound like a PSU issue. If it were, you'd either smell something very funky and/or, it most likely won't even turn on. Do what Strom mentioned, and if it's still giving you issues, start swapping parts.

I think there's a misunderstanding. My VRMs for the mainboard and RAM are fine, but it's the video memory and the video VRMs that are getting very hot. My CPU temps are fine. Idle at 40C, load at 55C. Everything else is in check too. It's just my video card giving me issues.

Cistron, I like the hardware you picked out. Now for suggestions, and comments. The E8400 is a pretty cool chip at stock voltage. The included OEM cooler is nothing to ooh and ahh at.
