Make sure the PSU has a 4-pin CPU power connector. Otherwise you'd need a molex to 4/8 pin CPU power connector.

Since budget isn't an issue, A Regor 245 + a 785G board (5 SATA & RAID) might work,

I find LG drives noisy.
Pioneer DVD drives are quieter.
If your not using the top fan, be sure to seal it off to prevent air from entering the top and out the back.

Would it not be better if the psu was turned upsided down so the fan doesnt ramp up because of the cpu heat? The case has enough space above the psu.

The simple solution is to buy or make a fan controller, or use a fanmate to lower its voltage. Why do you need a positive pressure setup? Negative pressure is does slightly better at keeping temps cool. Air will find the fastest way free- removing the rear fan and leaving the top in place may bring air in the rear vent, and out the top. My suggestion would be to block the side vent to prevent...

Suspend the HD in the 2nd optical bay, mount the SSD on the case floor. 120mm exhaust to cool a semi-passive CPU, and 1 or 2x92mm intake to cool a passive video card.

I was able to under-volt my 140mm fan in my Antec 300 and run it @ 5v on medium. The molex connector's pins are easy to release with a paperclip.
