Have you tried to get advice from some forum for that game? Could possibly help you run the game in Linux! Other than that you could also do the computer dual boot with just windows and that game on one drive. Then you don't have to bother about any data collection since the only thing MS could ever...

HP has designed it to not overheat, so the airflow should be sufficient in that respect. The simple solution I've seen for (server/workstation) redundancy is to have two regular PSUs mounted side by side. (A few computer cases support this.)

Why would you want two inputs and outputs from a single supply in the first case?

I would suggest that "Industrial" motherboards are specially designed for a specific purpose. Should use non-standard form factor and a very specific equipment/features for its intended use.

There's only dedicated places for two fans in the front.
You might be able to jury rig some fan at the 5.25" bays if you otherwise don't use these though. (MIne are occupied.)

You don't want to replace your current old stuff with other old stuff (that will need a total replacement in a year or two). A simple start and get it running tells a fair bit.
There are diagnostics tools, but most of those will either require a license and/or take to long to run. Depends a bit on what level of computer you're looking for. An old/cheap one or something higher end?

I'm not into VR, therefore I have no idea what kind of hardware is required to run it.
On top of that your desired level of performance might differ from what's considered normal.

That said, I'd expect VR will require more powerful hardware than running a regular monitor.

It's a B450 mobo, and therefore only running PCIe 3.0.
Don't expect PCIe 4.0 to be a must any time soon.

I'm not sure I understand exactly what you want, but I'd suggest you take a look at this "review" of a GTX 1650.

I don't know what computer you have or how the heatsinks are arranged, but that doesn't matter. Dust build-up on heatsinks is a problem. If you find dust on a heatsink you should try to remove it. The "canned air" isn't compressed air but buthane or some other gas. There are three potential problems...
