Reading over the ATX specifications, it indeed looks that reducing EM Leakage is a major design criterion. That's not to say that every case manufacturer follows these guidlines-- far from it.

Does the buzzing/electrical noise seem sound to be at a constant 60 Hz? If so, you've got a problem with either a dirty power supply or a bad ground.

Just based on the HDTune data, it looks a whole lot better than Seagate's 500GB/platter drive-- that one has seek times of 17 or so ms.

Just a guess, but I'd wager that the limiting factor in cooling is not the thermal resistance to the fins, but rather the fin's ability to dump heat to atmo. Sorry.

using a power supply with an 80mm exhaust fan might prove quieter and cooler in that case, following the path of airflow, rather than pushing it in a new direction I should have phrased it better. The PSU will be "naked" and passive as well. Not sure what you are planning for the fan control specif...

For LEDs, the vast majority of that power draw is turned into light, not heat. As said before, they are really efficient. THe difference will have no measurable affect on temperature, especially if the fan is exhaust so the extra 1/10 watt is venting out the back.
