Reference 6950 idles at 300mhz memory and 150mhz gpu.

20% is the lowest the fan can go. There was an overclocking tool, I think Sapphire Trixx that allowed it to go lower though. But it may be my memory playing tricks on me.

Regarding your motherboard, can't you just use angled SATA connectors at the motherboard end? It is what I had to do with mine and they are cleared by at least a cm or 2. The only reason I'm not satisfied is because the Setsugen 2 cost quite a lot, for the same price I could've bought something else like the Accelero Xtreme, which would've had a better chance at keeping temps low on smaller airflow.

OK, with the fan set to 7v I get ~89c and 100c VRM. Not good. It's gonna stay at 12v for summer, or until I find a better fan that can push more air at low noise.

I also tried removing the upper hdd bay to improve airflow, but it made no difference.

The card speed hovering is caused by the Powerplay thing, that scales back the card in extreme applications, so the power usage doesn't get extreme. You could try using HDMI Out from the Radeon card to feed your amp instead, if it has hdmi input. S/PDIF is very limited in bandwidth, so you are either limited to stereo uncompressed, or 5.1 ac3/dts compressed. HDMI can do uncompressed 5.1 (and 7.1) as well.

Stock cooler gets 90c gpu and 66c vreg at max load (with gpgpu apps), with a shader unlocked 6950.
