You might be okay cooling that CPU passively, seeing how that case has a huge open vent over the CPU area. Still, I'd monitor the temperature while it runs a movie or two. Personally I swear by SeaSonic's PSUs, their X650 and Platinum 1050 fans never spun up except on really hot summer days or during heavy loads. In the picture attached you can see a slim rad and cans under GPU so I was thinking doing similar thing but with 2nd rad having on the side panel with fans on so that would be 2x 240mm rad where side rad would be intake, bottom intake and rest would be out creating positive pressure in the case. ht...

There are fanless USB 3.0 to Displayport adapters available for under $70, but I'm not seeing which revision they support.

There are fan power adapters that allow the fan to run at a constant 12v while passing the RPM signal to a header on the motherboard.

My rig is watercooled, CPU and GPU.

There are lots of options for GPU waterblocks, and there are PWM pumps these days that can run at low speeds. (Silently in my case)

EVGA makes video cards with waterblocks factory-installed (I believe they're EK rebrands) and they perform quite well.

I'm quite happy with my Noctua fans; they aren't silent at full blast but they are quiet and effective at the speeds I usually run them at.

I'm afraid that no 40mm fan I've ever heard has been quiet without being undervolted. As for your video card, I'm not seeing it on the compatibility lists for coolers I hold in high regard. Rather than investing in a cooler, perhaps you'd be better off getting a more modern card with a quiet cooler ...

Windows 10 is available on USB drives and as a download, which you can burn to a disc.

As a technician who installs Windows on a daily basis, prefer the USB drives because they're faster and silent! :D
