The Antec Tri-Cool Fans (like the BigBoy) do not have an RPM sensor and use a Molex power connector rather than the familiar 3-pin or 4-pin fan connector. Yes, you can undervolt the the top fan on an Antec case. I'm not sure about what it will need for startup voltage though.
