The Revoltec Sixty3 is quite nice, I use it with a GTX480 with the big Accelero cooler. It's got space for 140mm fans all around.

Sure, although I'm no electronics expert. This is only for valtage controlled fans, no PWM. I built it for two Noctua 140mm fans and it works very well. If there is a specific question, ask. I think you don't feel the air because the fins create turbulences. The same happened with my case intake fans when I tried mounting them directly onto the side or front panels. So I don't use side panel fans and only got front intake fans where I could hang them two inches back from the intake hole...

A midrange gaming PC should use about 600W already if you account for aging, so add another graphics card and overclocking and 1000W isn't that ridiculous anymore.

Interestingly noise it is much better in the hotbox compared to other PSUs, so it would be suited for hot isolated cases, where it wouldn't draw air directly from outside.

The bigger fan should have more airflow at the same RPM. If you lower the speed of the bigger fan to match that of the smaller one, its air flow will drop to that of the smaller one roughly. No problem, about top or tower cooler:
The tower cooler will transport the heat further away from the mainboard. So if you use case fans to cool the heatsink, it should be a sensible combination.

I'd say no problem using the case fan for the CPU heatsink. For light loads like movies and browsing a big heatsink would probably cool the CPU enough without a fan at all. So just try to lower their speed, and if they're still too loud, get some fans with sleeve bearings instead of ball bearings. O...

I meant that a fan controller would still let the original fan speed curve work, but shifted down. That way maybe even the factory setting could be silent. My board jumps to 100% speed at 65°C regardless what I set it to. Now with a silent adapter it runs 100% at 700RPM.

My Gigabyte mainboard is also bad regaring fan control. I solved it by adding a silent adapter, so even when the board wants 100%, it gets 7V or whatever. Use with caution of course.

The dust wouldn't be as visible on gray cloth maybe. I've had mostly problems with higher pitched resonaces. The wavelength of a standing wave inside a say 5" space is 1350Hz. That's what I can hear inside my case easily, which is internally about 5" wide. Lower pitched vibrations come from the fans...

Since the PSU cannot draw air from the outside it will get hot and probably loud. I had this problem with a 750W PSU, it's in my sig.

I put a Corsair AX750 to suck air out from the case (PSU placed at the bottom). The GTX480 above it seemed to heat it up because after short time at high load the PSU fan would spin up rather high. I turned the PSU upside down and with its own air intake it stays silent, other temps seem unaffected....

I had good expereience with HIS, and MSI cyclones seem to be recommended here too. Though if it'S a cramped case and the air inside heats up, the fan will be heard as they turn faster. Look for a card which you can undervolt.

A more powerful card would probably be quieter if you tax it as much as a cheaper card can go, simply because the card would be designed to handle its maximum power output.
