All four HDs are 5V 0.74A. Couldn't find the info for my PCI IDE card, but googled 5V 0.15A for a similar looking one.

Thanks for the explanation. I was able to reproduce the problem, and indeed it's gone once I removed the two IDE drives. They are relatively small, so it's not a terrible loss.
