I use heavy duty zip ties but I insert the end in up side down so that they don't ratchet/lock into place. Being heavy duty means that the tension is enough to keep them tight but when I need to reroute a cable, all I have to do is loosen the zip tie, do what needs doing and tighten it up again.

Asrock is the best but may limit you to PWM only chassis fans. MSI is next. Asus has greatly improved their BIOS fan control to provide some Fan Xpert features. I have a few NoiseBlocker B12-2's which come with the mounting hardware linked below. I've found that you can make a small but noticeable difference by getting the tightness of the nuts just right.
