Considering the price, I would get the pallas. £20 can buy you a few different fan to replace the stock one "if" the stock one have some odd ball sound.

If you have always on hdd , they will most likeky to be the dominate noise. I dont really think energy consumption should be a real concern even if you are located energy expensive euro. Typically diy or off the shelf nas idle at 20-30w, which is like 2-3 led/ccfl bulb. And you can use network sleep...

Dark Rock pro 3 is overkill, I would get a 30-40 120/140 tower and be done with it. Look at true spirit 120 or cryorig h7 if height is limited.

Use the rest to upgrade to a better GPU? Maybe if you game.

Did you isolate which part is loudest BTW?

The number look OK ish for a 92mm fan, 1k-1.3k is around slightly quieter than a quiet HDD. 350w will take a i5 + 970 at Max load.

Probably don't want hotter components if going sff anyways.

Not sure how price work in euro, how about the g2 instead of p2? In the US, dropping from 600w to 500w usually only save one 10 usd on a 70-80 PSU. I used the gelid one on 7970 290(x) and fury. All 3 can control arctic f9.
On the 290, I tried a few other fan like ss120, ty147a, slim scythe pwm and those all work. The ones that didn't work was nzxt x31 stock 120mm fan.

Make me want to re do paste, I had a tube of pk3 back when I used laptops where every degree counts. I also have a big tube of creamique 2 for maintaining computer around the house. I used creamique 2 for my new computer just because it is cheaper. Pk3 seems to leave some black substance on the heat...

A little extreme but not that extreme is to remove the GPU fan shroud and tie some 25mm thick fan, 2 x120mm or 3 x90mm.

The pump tend to be the dominate noise during idle. The best air cooling card probably is the zotac amp extend or msi lightning.

3x 90mmx25mm fan, zip tie screw.

New thermal paste does help to varying degrees depending on how it was done.

You can also try under volt to reduce the heat output, assuming you aren't trying to squeeze the last fps out.

You can get pcie extension cable to fit the GPU.

For low budget with some grapic power, I will go these 2 route.

1. Skylake i3 or g4500 with its iGPU

2. Haswell celeron/g3258 with a dedicated gpu.

The am1 platform is not worth adding extra component(a gpu) on.
